Borno Acting Governor, Kadafur assets into law, the 2026 budget of N890,331,686 bn

The Borno state Acting Governor, Alhaji Umar assented into law the 2026 appropriation bill passed by the Borno state House of Assembly for the fiscal year.
While assenting the Budget on Tuesday at the Government House, Maiduguri, Alhaji Umar Kadafur said “Today marks a significant milestone in our governance journey as I assent to the 2026 Appropriation Bill duly passed by the Borno State House of Assembly.”
“I wish to sincerely appreciate the meticulous, diligent, and sustained efforts of the House, especially considering the prevailing economic realities and fiscal pressures. Your commitment to detail, transparency, and the overall public interest is highly commendable”, the Acting Governor said.
Alhaji Kadafur further said “I particularly commend the Rt. Honourable Speaker, the Principal Officers, and all Honourable Members for the expeditious consideration and timely passage of the Bill. This demonstrates a shared sense of responsibility and a clear understanding of the urgency of providing a sound financial framework for governance.”
“Today’s occasion unveils our administration’s financial roadmap for the 2026 fiscal year, a budget carefully crafted to consolidate gains, stimulate economic growth, strengthen service delivery, and improve the welfare of our people.”, he added.
He assured the House and the good people of the state that their administration’ under the leadership of Governor Babagsna Zulum is commitment to prudent implementation, accountability, and value for money, in line with the aspirations of the citizens of the state.
Earlier, while presenting the passed Budget, the Speaker Borno state House of Assembly, Right Hon Abdulkarim Lawan said it could be recalled that Governor Babagana Zulum in his speech while presenting the 2025 budget at the floor of house on 29th December, 2025, presented the sum of N890,331,686 billion for the 2026 fiscal.year.
“The Borno state House of Assembly inline with our constitutional mandate subjected the proposed budget to rigorous scrutiny through its relevant committee, engaging Ministries, Departments and agencies to ensure value for money, fiscal discipline and alignment with the developmental priorities of our state”, the he Speaker said.
Hon Lawan said” After vigorous and scrutiny, the Honourable House, through its various special and Standing committees reviewed the submission by the MDAS and adjusted accordingly .Some were transfers from different codes and sub-geads .After legislative deliberations, the budget size was increased by the sum of N2, 374,625 billion translating the total of N892, 448, 411 billion”.
The Speaker said the increases were in the health and education sectors. The sum of N1, 774 billion was approved for the Borno state Universal Basic Education rehabilitation of public schools, provision of water facilities and procurement of teaching and learning material.
He equally said the sum of N400 million was allocated to the College of Nursing Maiduguri, for construction of lecture theater and 200 million for the renovation of facilities affected by flood at the state College of Health Technology.
He commended the state government for according priority to health, education, and concern for the less privileged, as well as traing of health workers and assured the House support to the Acting Governor.
The Acting Governor also signed into the Borno state Local Government amendment Law 2026.
