Fulani Herdsmen:Federal Government Should Strengthen NCNE

Hussaini Ibrahim Sulaiman

Nomadic Education under National Commission for Nomadic Education (NCNE) is an agency under Federal Ministry of Education It was set up by the regime former Military President, Gen. Ibrahim Badamasi       Babangida,in the year 1989.

The accomplishment carried out purposely to cater for the educational needs of youngsters and special target group such as Nomads, Hunters, Migrants fisher men  pastoralists and Internally Displaced Person’s (IDP’s) that have no capability to benefit from government welfare, due  to the nature of      their lifestyle.

The reason I mentioned the nature of their lifestyle is as widely known to everybody. The origins of Fulani herdsmen    people cosmogony is well   clarified by many scholars.

As a Nomadic herding people, traditionally they are moving through and among many other countries, rude a diverse of cultures and through the interaction acquiring many things strange, beneficial and in some cases evilness which exploits to wrong doings.

Consorting some worthiest and classical authors expressed that the oral histories of Fulani point toward in Jordan or farther east, but also that their language comes from the Senegambian region.

Similar to this Walter Rodney in his book ‘The History of the Upper Guinea Coast,’ argues that Fulbe are originally from North Africa and they conquered the footer Djallon region led by the Fulani Koli Tenguella,

In a concise account I can say that Fulani are people or ethnic group who do not settle permanently or restricted to a particular place.

Perhaps, the realization of high-risks concealed behind the abandonment of these people dispersing randomly -compelled the administration of Babangida to make the decision to formed NCNE in an attempt/step to control and to modernize the system of transhumance in Nigeria.

Though from the exhibit grounds, I assumed that the agency failed to keep up with its mandatory tasks apprehended to the ongoing recruitment of fire arms and evil force movement attributed to Fulani.

Indeed changing circumstance of the new era, attitude, character and changing dimensions of nomadic life is not in any way of easy task, we are all critical to the powerful security challenge caused by suspect or apparently Fulani, because most of these people are ignorant of precepts of religion and the refinement of law.

In some cases deploying armed force only to redress such things impediment the actual intent and it could end up up affecting innocent people as’s happened many times in Borno state.

For instance in 2013/14 when Boko Haram terrorized North East and almost captured the ancient no empire, whenever the sect pulled off the military and killed scores of them, there was saying (which is not confirmed in a reprisal action armed forces killed guiltless to impress government authorities, which is ultimate makes it difficult to manoeuvre the insurgency.

Believe it or not, in, dating the bureau as NCNE with necessary and sufficient materials along with regular, -effective re-orientation will probably reduce the high-profile crimes and sustain the prevention of the nation’s internal security affiliated to nomadism.

The funding of NCNE is inadequate. This is a very serious issue, we need to understand how important itv is and give them adequate funds for the sake of possible roles the agency can play in tackling and brainwashing bandits to surrender their arms.

However, the current administration under the presidency of Bola Ahmed Tinubu, Commander-in-Chief of the Nigerian Armed Forces, should also make a great committee that will go through the agency and make a thorough investigation of preclowetm running works.
