Kano Assembly Passes Bill to Establish State Forensic Laboratory

The Kano State House of Assembly has passed the Kano State Forensic Laboratory Bill 2025 to enhance forensic investigations across the state.
The bill was approved after lawmakers reviewed its 30 clauses in the Committee of the Whole House and completed its third reading, led by the House Clerk, Bashir Diso, during Tuesday’s plenary session presided over by Speaker Hon. Ismail Falgore.
According to the Assembly, the forensic laboratory, once established, will conduct examinations on documents, materials, equipment, impressions, and other related evidence to aid investigations.
Speaking to journalists after the plenary, Majority Leader Hon. Lawan Husseini said the facility would play a crucial role in verifying documentary evidence, particularly in cases involving school certificates, signatures, and wills.
“The forensic expert would also help determine the authenticity of documents, especially in disputes where a land document, such as a Certificate of Occupancy (C of O), has been issued to multiple individuals,” he stated.
He added, “There are instances where a court may need to verify the authenticity of a document, and it can refer it to the forensic expert for professional analysis.”
Hon. Husseini further emphasized that individuals found guilty of forgery based on forensic findings would face penalties, including imprisonment, fines, or both.
The laboratory will be headed by a Director General and will operate under the State Attorney General. Its board will include representatives from the Ministries of Land and Physical Planning, Education, Science, and Technology, among others.
