2024 Budget: Borno Assembly passes Bill of over N18 bn virement into law

The Borno State House of Assembly has passed over N18 billion Virement Bill into Law as enshrined in the Constitution.
Presiding over the Tuesday plenary, Speaker of the House, Rt. Hon. Abdulkarim Lawan said, the House received report from House Committee on Budget and Appropriation on the request for the first amendment and special warrant sent in by the State Governor, Professor Babagana Zulum to vire the said amount in the 2024 Appropriation Act to enable government channel resources to appropriate sectors based on need basis and to effectively move the state forward.
Rt. Hon. Lawan then directed Clerk of the House, Gogo Abdullahi to mention the order of the day for deliberations, after which, the Chairman House Committee on Appropriations and budgets Hon Mustapha Alibe (Kaga State Constituency) went through the report and read out the submission on floor of the House for legislative actions.
Leader of the House, Hon. Dige Mohammed of Kalab Balge state constituency therefore moved that members be dissolve into committee of a whole to consider the report which was seconded by Hon. Jamna Bong of Abadam local government Area.
Upon resumption after a short break, the Speaker of the House announced that members considered the report in the Committee whole, where they unanimously passed the virement into law amounting to eighteen billion six hundred and ninety four million, six hundred and thirty thousand four hundred eighty two naira (N18,694,630,482) only.
This followed the first, second reading and consideration at the committee of the whole and its third reading following the amendments of the order paper during Tuesday’s plenary.
The Law which is to be cited as ‘Borno State 2024 Appropriation Law’, our Correspondent learnt, seeks to move funds appropriated in the 2024 Budget from where they are not currently to where it is needed in order to provide efficient and effective service delivery for the year ending (31st Day of December 2024), and for other related purposes.
In a similar development, the honourable House has received executive communication from the Deputy Governor, Umar Usman Kadafur seeking to sit for this year’s annual leave. End
